1. Latest developments at the Security Council 
On 19 December 2012, the Security Council adopted unanimously a Presidential Statement welcoming the achievements made by UNMIT, which mandate ended on 31 December 2012, as well Timor-Leste’s progresses towards democracy.

2. Overview
Timor-Leste was a Portuguese colony until 1975; it gained independence in 2002 after 27 years of Indonesian occupation. Following the violence perpetrated by pro-Indonesian militia in 1999, the Security Council authorized the deployment of a peacekeeping force: the United Nations Transitional Administration in East Timor (UNTAET) took charge of the territory and re-established its political, police, administrative, social and economic structures during its presence from December 1999 to May 2002.
Another peacekeeping operation, the United Nations Mission of Support in East Timor (MANUTO) took over until May 2005, with a mandate to maintain security and order and to help establish a police service.
Following its withdrawal, the mission was replaced by a United Nations Office in Timor-Leste (UNOTIL), which was mainly devoted to supporting the development of essential government and police institutions.
UNOTIL’s mandate was due to end at the end of May 2006. However, a series of events, culminating in a political, humanitarian and security crisis, prompted the Council to extend UNOTIL’s mandate until 20 August 2006, and to consider increasing the United Nations’ presence on the ground. Within this context, the Timor-Leste authorities also requested military and police support from Australia, New Zealand, Malaysia and Portugal.
In its resolution 1704 (2006) of 25 August 2006, the UNSC established the United Nations Integrated Mission in Timor-Leste (UNMIT), with a civilian component of up to 1,608 police officers and a military component of 34 liaison officers. Mrs. Ameera Haq has been the Head of UNMIT since 8 December 2009, when she took over from Mr. Atul Khare.
