16 August 2012 - Syria - Remarks to the press by Mr Gérard Araud, President of the Security Council and Permanent Representative of France to the United Nations

Le Conseil de sécurité s’est réuni pour examiner la mise en œuvre de la résolution 2059 qui avait donné trente jours de plus à la Mission de supervision des Nations unies en Syrie.

La constatation générale a été que les conditions n’étaient pas remplies pour la poursuite de cette mission mais qu’il existait une volonté consensuelle du Conseil de maintenir une présence des Nations unies à Damas.

En tant que président du Conseil de sécurité, j’enverrai une lettre au Secrétaire général pour marquer notre accord aux orientations qu’il a indiquées dans la lettre qu’il a envoyée au Conseil de sécurité.


There was a meeting of the Security Council based on the implementation of resolution 2059 thirty days after its vote.

On the basis of the letter sent by the Secretary-General to the Security Council, there was a general feeling that the conditions to continue UNSMIS were not fulfilled. But there was also a consensus about the need of keeping a UN presence in Damascus.

On the basis of this consensus, as President of the Security Council, I will send a letter to the Secretary-General to tell him that we take note of his letter and that we agree to his proposal of creating a liaison office in Damascus.

Q: Ambassador Churkin talked about the Russian proposal, about tomorrow’s meeting of the Action group at the Ambassador’s level…

Q: Have you also discussed the situation in Lebanon?

We are aware of it but the discussion was focused on the situation in Syria, on the aftermath of UNSMIS.

Q: Quel sera le rôle du bureau de liaison ?

La mission aura plusieurs piliers dont un pilier de liaison politique portant aussi sur les questions des droits de l’Homme. Cette mission pourra apporter son soutien au successeur de M. Annan lorsque celui-ci tentera de lancer un processus de transition politique.

Il y aura également un certain nombre de conseillers militaires qui pourront, dans la situation de quasi-guerre civile que connait la Syrie, apporter des informations au successeur de M. Annan mais aussi au Conseil de sécurité.

Q: Can you confirm that UNSMIS is over and that the people of UNSMIS are going back?

By definition, the mandate of UNSMIS is over on the 19th August, so if you don’t renew the mandate, the mandate is over. The dismantling of UNSMIS will start in a few days. The responsibility of the mission will be transferred from the Department of Peacekeeping Operations to the Department of Political Affairs. So yes, UNSMIS will fade out but the most important is that there will be a UN presence and we hope a useful UN presence.

Q: Avez-vous reçu une demande de M. Brahimi pour un soutien du Conseil de sécurité s’il est nommé médiateur international et éventuellement une résolution ?

Non je n’ai pas reçu de demande mais dans le projet de lettre que la présidence du Conseil de sécurité a fait circuler nous avons renouvelé notre soutien et nous renouvellerons notre soutien au successeur de M. Annan.

Q: Is it absolutely required in legal terms to have the Security Council approving this type of country office that you have in many countries?

I don’t know if in legal terms it is absolutely necessary. But in political terms obviously it was necessary considering first the seriousness of the crisis. Secondly, considering the division of the Security Council, it was necessary to send a message that all the fifteen members of the Security Council support and approve the idea of the liaison office.

Q: Is it a political mission or is it just something in DPA’s budget?

I don’t know what the status will be. I heard, but you will have to check, that it would be a political mission.
