21 May 2013 - France will host in 2015 the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change at the Paris Le Bourget center

Joint communiqué issued by Mr. Laurent Fabius, Ms. Delphine Batho and Mr. Pascal Canfin

In September 2012, President Hollande expressed France’s intention to host in 2015 the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) and the 11th Meeting of the Parties to the Kyoto Protocol. The main purpose of this meeting, in accordance with the Durban agreements (2011), will be to conclude a new international climate agreement, applicable to all countries after 2020. Mr. Laurent Fabius, Minister of Foreign Affairs, confirmed this bid at the Doha conference in December 2012.

In accordance with the UNFCCC rules of procedure which provides for an annual rotation among the UN regional groups, the 2015 summit should be hosted by a Western European country. France’s bid to host the conference was endorsed by its regional group at the UN, the WEOG, on April 12, paving the way for an official nomination at the COP in Warsaw in November 2013.

In order to prepare for this conference in the best way possible, France has chosen to host it in Paris, at the Paris Le Bourget center which, in terms of logistics, can offer the greatest capacity and accessibility for official delegations, as well as civil society and the media, which are key components for the success of the conference.

France has decided that this conference should focus on environmental excellence and will implement a program of action aimed at minimizing the impact of the conference in terms of the consumption of natural resources (water, waste, energy) and greenhouse gas emissions.

Mr. Laurent Fabius, Minister of Foreign Affairs
Ms. Delphine Batho, Minister of Ecology, Sustainable Development and Energy
Mr. Pascal Canfin, Minister Delegate for Development
