Statement by the Spokesperson of the Ministry of Foreign Affairs

France welcomes the UN Security Council’s unanimous adoption, on March 28, of Resolution 2098. It strengthens the mandate of MONUSCO, the United Nations Organization Stabilization Mission in the Democratic Republic of Congo, in line with the wishes expressed by the President last October during the Francophone summit in Kinshasa.

France hopes that by strengthening the stabilization mandate, MONUSCO will be able to more effectively protect civilians and foster political dialogue with the Congolese authorities, particularly in the key area of reforming the security sector.

Resolution 2098 authorizes in particular the deployment of an intervention force capable of carrying out offensive operations to neutralize armed groups engaging in violence and undermining security in eastern DRC. South Africa, Tanzania and Malawi have pledged to promptly provide and deploy the 3,000 troops that would make up this force. The brigade would receive additional assets, notably helicopters and drones that would carry out surveillance of the DRC’s eastern border.

France fully supports Mary Robinson, the UN Secretary-General’s special envoy to the Great Lakes region, in her efforts to revive the regional political dialogue. Working closely with MONUSCO, she will be responsible for overseeing follow-up of the commitments included in the regional framework agreement signed on February 24 in Addis Ababa with a view to finding a lasting solution to the instability in the Great Lakes region.
