I just wanted to say how satisfied we are that the Security Council was in a position, on the French proposal, to adopt a press statement that the Chairman of the Security Council just read to you a few minutes ago. It seems very important for us that the process goes on, because the process of establishing this Special Tribunal for Lebanon is not reversible. It has to be understood by everybody and we think, as it was underlined by the UNSG, that the establishment of the tribunal will re-enforce the fight against impunity and that it will reinforce the fight for re-establishing the rule of Law and Justice in Lebanon. So it is very important for us. We note that there were a lot of substantial progress made during the last months. We are very satisfied with the conditions the Secretariat has worked in closed consultations with the government of Lebanon.
So we are very satisfied of the decision today. Thank you.

La France est extrêmement satisfaite que le Conseil de Sécurité ait pu aujourd’hui entendre un rapport positif du Secrétariat général sur les progrès dans la mise en oeuvre et la création d’un tribunal spécial pour le Liban. Nous sommes convaincus que ce Tribunal spécial apportera une contribution majeure à la lutte contre l’impunité et au renforcement de l’Etat de droit et de la Justice au Liban, ce dont le pays a grandement besoin. Nous nous réjouissons que le Conseil de Sécurité ait pu prendre acte de ces progrès dans une déclaration à la presse et qu’il encourage le SGNU à les poursuivre. There have been some criticisms that 7 people have been in jail for a 2 years and no charge had been established against them. What is your response to that ? "We are waiting for the report of the commissioner who is in charge due to the SC to instruct and we will see what he will tell us regarding that. A process of law is a process of law. It is not a question of appreciation. We are waiting for legal elements from the commissioner : we will see what he will say, we will see what decision that the UNSG will take on the question of creating the tribunal vis-à-vis those information he will get./.
