I just want to say that we held very useful consultations on Iran.

It is very important in our view to reaffirm the unanimity of the Security Council to remind Iran that they have some commitments, some obligations to carry out, and that they have to fully respect their commitments and the request of the international community regarding sensitive activities. There is a text that was written by the E3+3, and we have started discussions with the Council, and we are very hopeful that there will be unanimity in the Council very soon next week to issue this new call to Iran to cooperate with the Agency and to implement the resolution of the Security Council.

After the ministerial meeting, the P5+1, was cancelled or not held this week, in the wake of that, give us some background : how did you move from that ? How did this come out ?

What is important is that, because we tabled a resolution, it shows that there is unanimity among the E3+3. There is an agreement between France, the UK, Germany, the US, Japan and Russia to call on Iran, once again, to implement the resolution and to respect its obligations. This is the where we stand, and the dialogue will continue. We agreed on the double-track, this is very important : we want to continue to dialogue with Iran, and at the same time we want to remind Iran that there are some resolutions also asking for a little bit more pressure if, unfortunately, dialogue is not successful.

How serious [would it be to] take a resolution which does not have more sanctions ?

Well, you should ask the question to Iran. We think they should respect that, it is in their own interest, otherwise they would be more and more isolated. It is in the interest of the whole Middle East, because nobody in the Middle East has any interest in getting the situation worse, and in seeing Iran getting nuclear armaments. So I think all the membership of the UN should talk with the Iranians and try to convince them that it is in their own interest to respect the resolutions. It is a way out for them. You know that we have offered many types of cooperation with them, we have recognized, my own President went here and said repeatedly that we agree of course to guarantee some access to Iran to civilian use of nuclear energy, so there is no hidden agenda for the Security Council and for the membership of the UN.

Will there be an expert meeting next Monday and who will come ?

There will be some meeting to continue the discussion and it is quite normal, it is a resolution introduced by the E3+3, we have to consult with all the other members. It is a new text, they have to see it, they have to discuss it, and precisely they want to be reassured on the fact that we are continuing on the two tracks. We are still offering the way of dialogue with Iran and the way of compliance

 ??? until a new US administration comes in ?

No. Vous parlez d’isolation, mais vous ne pensez pas que ça peut être au détriment - et que ce sera au détriment - de la population iranienne qui souffre déjà pas mal ?

Non. Dans les résolutions précédentes du Conseil de sécurité, le plus grand soin a été apporté pour éviter que les populations iraniennes ne subissent les conséquences des mesures d’embargo et des mesures de sanction que la communauté internationale a été obligée de prendre à cause du refus de leur propre gouvernement de coopérer. Je crois que ça a été dit à plusieurs reprises : l’Europe et l’ensemble des Etats membres n’a aucune volonté de faire du tort à la population iranienne qui doit réaliser cependant que c’est dans son propre intérêt aussi qu’elle doit convaincre ses dirigeants de changer de politique. Jusqu’à présent, vous le savez, les sanctions ont porté exclusivement sur la filière - sur la société, sur les personnes, sur les compagnies, les banques - qui étaient liées de près ou de loin au système et à la filière nucléaire, mais nous ferons le maximum bien sûr. En même temps il est clair que si l’Iran continue à s’isoler de l’ensemble du monde, " de l’ensemble du monde " - pas seulement des Occidentaux, il est clair qu’à la fin du jour il sera difficile d’éviter que d’une manière ou d’une autre les populations souffrent, mais l’objectif n’est évidemment pas celui-là, au contraire.
